Nash County, NC- Nash County is pleased to announce the promotion of Susan Phelps to Economic Development Director. Phelps has served Nash County since 2017, most recently as Economic Development Manager, where she supported business recruitment, retention, and expansion efforts while advancing workforce development initiatives that contribute to long-term economic growth.
Throughout her tenure with the county, Phelps has brought a collaborative, relationship-driven approach to economic development, working closely with public and private partners to strengthen the local economy. Her professional background spans economic development, public administration, tourism, and hospitality, providing her with a well-rounded perspective on community development, talent attraction, and place-based branding.
“It is an honor to serve as Nash County’s Economic Development Director,” said Phelps. “I’m grateful for the opportunity to lead our department’s efforts and continue working alongside partners, businesses, and community leaders to support economic growth that benefits our community.”
County Manager Stacie Shatzer announced Phelps’ promotion during the February 16 meeting of the Nash County Board of Commissioners. “Susan brings strong institutional knowledge, well-established partnerships, and a thoughtful, strategic approach to economic development,” Shatzer said. “She has been an integral part of the department’s work and is well prepared to lead Nash County’s economic development efforts moving forward.”
Phelps is a Certified North Carolina Economic Developer (NCED) and holds a Master of Public Administration from East Carolina University, as well as a Bachelor of Science from North Carolina State University. She succeeds Andy Hagy, who retired on January 31, 2026. Phelps officially assumed her new role as Economic Development Director on February 1, 2026.
